The mode propagation characteristics and the cutoff condition of the metal-clad dielectric waveguides in near cutoff are discussed in detail by using an approximate analytical method. Based on the simple effective index method,the cutoffcondition of rib waveguide depended on the rib high and width are discussed.A doubleheterostructure cutoff intensity modulator is designed.
